The COIN meeting May 5, 2026 focused on a discussion of Oregon Measure 120 with Deschutes County Commissioner Phil Chang, who is also a member of the Oregon Transportation Commission.
Oregon Referendum 120, better known as the proposed “Gas Tax,” is a ballot measure intended to increase the state’s gas tax (from $0.40 to $0.46), payroll tax for transportation (from 0.1% to 0.2%), and vehicle registration and title fees. The proposed revenue is dedicated to the State Highway Fund for transportation funding.
The video for this COINversation extends beyond the primary interview to the remainder of the meeting, as discussion of the main topic continued. Attendees also discussed the relative efficacy of last week’s May Day demonstrations and events.
