This summary of the COIN meeting, via Zoom, Feb. 3, 2026, includes a legislative update and three area coalitions that have formed, or are in the process of forming, throughout Oregon.
Legislative Update
Debi Ferrer gave a legislative update. The COIN Legislative Team page will be updated daily with links to bills.
Debi spoke on HB 4088, which declares this state’s policy to protect engagement in certain activities relating to reproductive health care and gender-affirming treatment, to protect healthcare professionals. A first reading was to be held Wednesday, Feb. 4. Attendees were asked to submit testimony in favor of this bill by noon.
Follow up to HB 4088: in spite of organized opposition to this bill, it passed the first reading, with help from members of this meeting, and was referred to the Speakerโs desk. A work session for HB 4088 was to be held Monday, Feb. 9.

Debi shared that legislators pay attention to COIN and it helps to submit written testimony. Our Indivisible groups can use this page to share, and she asked our members to support legislation supported by COIN.
Other groups also use COINโs Legislative page, for resources and to participate because of the comprehensive information and ease to participate on legislation being considered.
Coalitions within COIN
Coastal Coalition
Shar Walburn and Romy Carver spoke on how this coalition started at the COINvention in Salem, June 2025.
- The first major event for the Coastal Coalition was the No Kings rally with 7,400 people participating on the Oregon Coast. There are 13 Indivisible groups now that meet for mutual support and ideas.
- Good Trouble was the next event, then Labor Day Resistance Weekend.
- No Kings 2 brought out 12,300 people to participate in rallies up and down the coast.
- Ice Out for Good event was held in Newport with 800-1200 people from all over including Eastern Oregon, Southern Oregon. U.S. Rep. Val Hoyle flew in from DC to attend. Oregon Rep. David Gomburg was also there. Dunes City Indivisible held their first Hot Cocoa Brigade stand at this event.
- Clatsop County has โBurma Shaveโ style signs listing signs of fascism. These signs can be shared with communities on the coast, and discussion ensued about coordinating the sharing of these signs. They can also be copied and produced by individual communities.
- There are trainings and events planned this summer to continue the fight against an ICE facility scheduled to be built in Newport that will include newspapers, kits for protesters, Rapid Response and Migra Watch.
- Patricia Kramer talked about silos, and found that some people have asked ‘Whatโs Indivisible?’ even in the Portland metro area. People who want to support Indivisible groups are willing to visit the coast to support events there.
Portland Metro Indivisible Network
Beverly Sherrill and Marcia Schneider presented for this group that started between December 2024 and January 2025 with 12 groups. Now there are 52+ groups included.
- Marcia Schneider said East Portland Rapid Response was active with the Portland Medical Center shooting in her area. They held a vigil the next night with 100+ people in attendance. Rep. Maxine Dexter was in attendance.
- Next events are No Kings 3 and May Day (no work/school/shopping May 1). Networking makes it all work.
- Beverly Sherrill said regional groups reach out to each other.
Indivisible Willamette Regional Coalition
Michele Golay shared that there are eight separate groups, all with specialties and talents. They just held their first meeting. They are very organized, have a spreadsheet of information on these groups, and are connecting by email so far.
On the Topic of ICE…
Teresa Safay and Tim Bailey presented information about the union-organized event that ICE attacked on the previous weekend. ICE response was not justified. Veterans, kids, people in wheelchairs, families, union workers–all were attacked without discrimination. Blocks full of people showed effects of the tear gas that was used on the crowd.
Reverse response to the ICE attack–anger instead of fear–was produced and more people are wanting to go out to rallies. โPeople are stepping into courage, not fear.โ
The Portland Chicken (Jack Dickinson) has filed charges against ICE through the ACLU. See the article, “The TRO and the Hare” on his Substack.
Warnings of AI…
Lynn Mystic Healer spoke about the robotic take-over of America, per Patrick Wood. Read Wood’s article: “AI Bots Are Gaining On Humans As Source of Web Traffic.”
Ahead…
At the next COIN zoom meeting, special guest will be Rep. Janelle Bynum. The March meeting topic will be food insecurity.
